SUB TOPIC 1: MEANING OF RIGHT ATTITUDE TO WORK
RIGHT ATTITUDE TO WORK
Work means any human effort which can be mental or physical tailored towards earning a living.
Attitude is a consistent manner of thinking, feeling and reaction to people, groups and social issues in one’s environment.
In every society there are norms, values and attitudes that are cherished and considered useful for the well being of members and the progress of the society. Some of these values include honesty, hard work, discipline, punctuality, commitment etc.
MEANING OF RIGHT ATTITUDE TO WORK
Right attitude to work is the positive way a worker carries out his or her work with the aim of helping oneself and mankind.
Attitude to work can also be defined as the way or manner in which we do or carry out our duties or work.

EVALUATION:

SUB TOPIC 2: ATTRIBUTES OF RIGHT ATTITUDE TO WORK
(a) Honesty: This is the quality of being truthful and sincere in carrying out one’s duty. A worker with a positive attitude is expected to be straight forward in his dealings.
(b) Integrity: This means doing what is right always. A worker with a positive attitude should be trusted at all times, principled and firm in whatever stand or case he or she is pursuing.
(c) Commitment: It means to be selfless and to be prepared to make sacrifices with time, energy, talent and resources no matter the situation.
(d) Punctuality: This refers to one reporting to work on time. Right attitude to work avoids attending event behind schedules, waste of man hour and procrastination.
(e) Consistency: A worker should maintain the habit of doing good work always.
(f) Regularity: This means one must be regular in attendance to work, class, social activities etc.
(g) Diligence: A diligent person works hard and does things in a careful way so as to avoid waste of time, resources and other essential materials.
(h) Transparency: This has to do with being open minded, not harbouring negative habits or feelings that could bring about conflicts in the work place, environment and society.

SUB TOPIC 1: REWARDS AND IMPORTANCE OF RIGHT ATTITUDES TO WORK
Right attitude to work has many rewards which include high productivity, efficiency, progress, recognition, improved national image.
(a) Higher productivity:- The right attitude to work leads to higher productivity. This means individuals produce more and give their best which in turn leads to general improvement in the output and quality of work.
(b) Efficiency:- An efficient worker is a productive person who can do a lot within a shortest time frame. Efficiency is the bye product of the right attitude to work.
(c) Progress:- An individual with a right attitude to work will progress in every areas of human endeavour. People should not be lazy, little beginning with dedication leads to great achievement and progress.
(d) Recognition:- There will be internal and external recognition accorded to the person or nation that has the right attitude to work.
(e) Improved national image:- A country or an organization that has workers or citizens with the right attitude to work will earn the respect of international community thereby improving its national image and also improves the corporate image of the organization.

SUB TOPIC 2: CONSEQUENCES OF NOT HAVING THE RIGHT ATTITUDE TO WORK
CONTENT: 1. Declining productivity
2. Lack of motivation
3. Indiscipline
4. National disasters

Declining productivity: Negative attitude to work makes people produce little or nothing due to lack of interest, commitment and dedication.
Lack of motivation: When a worker exhibit negative attitude to work, he or she will not be motivated inform of incentive, this makes the individual indifferent and attaches less importance to work.
Indiscipline: People with poor attitude to work exhibit the following acts of indiscipline-- embezzling public funds, convert government property to private use, playing truancy in the office, and collecting bribe. Etc.
(a) National disaster: Bad attitude to work of some people and their careless approach to doing things leads to national disasters that could have been avoided. Some examples of national disaster are water pollution, road traffic, accidents, plane crash, shipwreck, over flooding etc.

EVALUATION:
There are many consequences of not having the right attitude to work; state four of these consequences and explain them.

Sub-Topic 1: MEANING OF NEGATIVE BEHAVIOUR
Behaviour is the ways in which someone behaves. That is the things a person does. It can be positive or negative. NEGATIVE BEHAVIOUR is anti-social behaviour. That is the behavior which is not acceptable by society and that can cause harm to the well being and the image of the society.
A nation in which majority of its citizens engage in negative acts brings bad name, poor image and disrespect to the country. Students who engage in negative behaviour will have poor social standing.
Types of Negative Behaviour:
(1) Dishonesty
(2) Excess love for money
(3) Ostentatious living
(4) Disregard for time
(5) Drug trafficking
(6) Examination malpractice
(7) Cultism.
1. Dishonesty: A dishonest person is a person with questionable character. Dishonesty is evil and the root cause of many social vices and conflicts in the society.
2. Excess love for money:It means extreme attachment to money. It is the root of all evil. It is harmful to individual and its immediate community.
3. Ostentatious living: It is the outward and arrogant display of one’s material things, achievement and successes.
4. Disregard for time: This means not having respect or regard for time or punctuality, lateness to school and other social function should not be our habit.
5. Drug trafficking: This is the bad habit of trading on hard and dangerous drugs from within and across borders. Drug trafficking is harmful to the individual and the society.
6. Examination malpractice:This involves cheating in examination, buying question papers, copying from other students, stealing other candidates answer sheets, using money to bribe examination officials, impersonation and the use of violence in the examination to put fear into the supervisors and invigilators.
7. Cultism:It involves the act of belonging to organization that operates under secret cover at night. Members take oath and use dangerous weapons which can result in death of cult members.

SUB TOPIC 1: MEANING OF NATIONAL POPULATION CENSUS
Meaning of National Population Census -Taking statistical record of people living in a particular area or a country is very important. This is vital for the development planning of any given society.
Population census is the periodic and simultaneous house to house head count of the people living in a particular area or country at a particular period of time by the officials of the national population commission.
Population census is the procedure of systematically collecting, acquiring, recording and keeping information about the members of a given population. It is a regular and official statistical record keeping of people, houses in a particular area or country.
Population census is the head count of people in a place at a particular time, within a given period. Census is expected to be conducted regularly at every ten years interval.
The census data is commonly used for the following:
▪ Research purpose
▪ Population control
▪ Population management and planning
The first population census in NIGERIA was conducted in 1962/63; census was again conducted in 1973 and also in 1991.
The last population census conducted in NIGERIA was in 2006 which estimated Nigeria population figure to be ONE HUNDRED and FORTY MILLION (140.000 000) people, though there was an argument that Nigeria population census figure was wrongly estimated based on the following.
i Political factors- in some places population figure was overestimated due to political influence to attract more government favor, chief and influential person from such area, have to influence the figure.
ii In some places, there were ethnic clashes most especially in place where it was so difficult to distinguish boundaries between neighbouring towns and communities.
iii In some other places, the census figure was not accurate due to religious factors, e.g.where women are kept in pudah in the muslim North and accessibility to enumerators were not allowed. Whatever the household head declared was taken and this could be exaggerated. In some other areas, it was the case of census malpractice, where a single individuals presented themselves to be enumerated in multiple times. Figures were thus inflated in some places and in some other places people were under counted due to difficult terrain. E.g. the Niger Delta Swamps.
About 700,000 census enumerators were engaged during the last census exercise.

SUB TOPIC 2: IMPORTANCE OF ACCURATE NATIONAL POPULATION CENSUS.
The Importance of accurate national population census includes the following….
a. Resource sharing – accurate national population census is useful for resource sharing. The population size of any area, are consider when government is allotting resources, for example, the population of the 36 states and the Federal capital territory of Nigeria varies. The population size of each state, determine the revenue allocation, the number of local government council area, also determined the political representation to any constituency of the state.
b. Population control- accurate statistical record keeping of the members of a given population help in the control of population of such an area or country.
c. National planning – population census, help the government in planning for some of the important social facilities for national development. As it provides the government with relevant data for planning.
d. Decision making and Evaluation- population census is useful in decision making and evaluation of various government intervention programmes,
e. Employment or Human Power- population census helps the government to know the rate or level of unemployment in a particular area or country the information obtained through population census will help in the management and planning for employment of the citizens through provision of employment.
f. Population Projection and Future- regular and accurate population census is vital for population projection to determine the rate of population growth and how to control it, for instance, the population in 1991 was 88.9MILLION, The projection in 2003 was 125, 252, 844- this would help the government for future planning for its citizens.
g. Business marketing- Accurate and regular statistical record keeping of members of given population help to provide for consumer’s needs and likely marked demand.

NATIONAL POPULATION COMMISSION OF NIGERIA (NPC)
The national population commission was established by the federal government of Nigeria with the statutory powers to collects, analyse, and disseminate population/demographic data in the country.
FUNCTIONS OF THE NPC
The functions of the National Population Commission as the agent of the federal government includes
1. To carry out periodical census and produce population figures for Nigeria
2. To undertakes periodic enumeration of population through sample survey
3. To advise the president on population matters
4. To publish and provide information (data) on population for the purpose of facilitating economic and development planning.
5. To appoint and train enumerators and other staff of the commission.

The problems associated with conduct of population census in Nigeria are numerous- which includes÷
1. CENSUS IS AN EXPENSIVE EXERCISE-The conduct of population census is a huge exercise that required enormous finance, materials and human resources, there are times the fund available is not enough. For example, in 2006 population census, about 700,000 enumerators / officials were engaged in the exercise. These people were paid and supplied with various materials to carry out the exercise.
2. INFLATION AND FALSIFICATION OF POPULATION FIGURES: Population is a yardstick for revenue or resource allocation to the various states of the federation. Therefore, the size of each state and local government council in the country determined how much resources will be apportioned to it. As a result of these, various state and local governments tend to inflate the population figures of their areas in order to better their revenue; this is also caused by dishonesty on the part of enumerators.
3. LACK OF GOOD ROADS AND TRANSPORTATION NETWORKS: Most roads, especially in the rural areas are not accessible during the rainy season, these bad road situation prevent the census enumerators from getting access. Thus making it difficult for enumeratosr to cover wide area of the land in the country.

4. ETHNIC AND POLITICAL MANIPULATION: Ethnicity is another census problem in Nigeria, various states and ethnic groups are dishonest with their population sizes or figures. This had made it impossible to get accurate census in Nigeria. To some others, it is on religious grounds and beliefs that their children or wives should not be counted.
5. LACK OF ORIENTATION ON THE IMPORTANCE OF POPULATION CENSUS: Some people evade enumerators thinking that the data collected will be used to increase their taxes. This is so because many people in the country are not aware of the need and importance of population census.
6. OCCUPATION OF THE PEOPLE:the type of job the people do also affects the conduct of census in Nigeria. During rainy season in Riverineareas were most of the dwellers are fishermen it is difficult to meet them at home, while during the dry season especially in the rural areas, most farmers are often seen moving to their farms for farming operations, such farmers may not be back until night falls. The head counting of such farmers may not be possible . Cattle rearersthat moves about with their cattle for grazing on the rich grasses in the bush may not be counted during census exercise.

7. LACK OF CENSUS EXPERTS: The use of unqualified enumerators is another problem of census in Nigeria.

SUB-TOPIC 2: HOW TO CONDUCT ACCEPTABLE CENSUS IN NIGERIA
Census is done every ten years interval. Before census is conducted the whole nation is divided into enumeration unitsi.e. smaller countable units, then the actual counting will be done by the enumerators.


AN ENUMERATOR

Below are some of the ways through which a credible and acceptable census can be conducted in Nigeria.

1. Recruitment of enough and capable hands- A good number of staff who are competent enough should be recruited in order to have credible census.
2. Government should make it mandatory for everybody to be counted during census irrespective of their profession or location within the country. If possible government should declare the census period public holidays, he should also involve village heads and chiefs including monarch to have a thorough head count of every citizens.
3. Enough awareness must be created through publicity via the media radio, TV; print media, such as news papers and also involve the use of town criers in the villages so that people can get the correct information about the exercise.
4. Adequate materials and time should be provided so that the enumerators can do their job thoroughly and everybody must be counted
5. Appropriate monitoring and proper implementations should be made with regards to the results of the census, so that people can feel the impact of the exercise and also ensure the involvement of foreign observers.
6. The result of the census should not be manipulated and falsified to favour a particular part of the country. This will make the citizens to be eager and look forward to another census period with maximum co-operation

Meaning of Human Rights- rights are those things that human beings are morally or legally allowed to enjoy to do or have.
Right are privileges enjoyed by citizen of a nation within the confinement of law. They are like one’s property; they cannot be taken always from someone and be given to another person.
Human Rights are those basic rights enjoyed by all human beings as soon as they are born, it is a universal rights for all people all over the globe, which are guaranteed to them by their respective governments through the provisions of the constitution.

STEPS FOR THE PROTECTION OF HUMAN RIGHTS
A just and egalitarian society is where the rights of citizens are properly guarded and protected, where the rule of law is upheld.
The appropriate steps that guarantees the protection of a citizen’s right are….
1. The constitution – though the right of citizen predates the existence of the constitution, it is the constitution that declares the rights of the citizens legally. The constitution spells out clearly that fundamentals rights of the citizens are inalienable.
2. Independent of the judiciary – the judiciary is referred to as the last hope of the common man. This is where citizens can seek redress when their rights are infringed upon. Anybody

3. Respect for the rule of law – the rule of law is a maxim which advocates the supremacy of LAW.
